In a major move to tackle congestion and improve the quality of life for residents, the Royal Commission for Riyadh City (RCRC) has officially launched a flexible working hours initiative covering more than 50 government entities across the capital's six key business districts.
Implemented in collaboration with the Ministry of Human Resources and Social Development, the program introduces a four-hour "working window" designed to stagger arrival times, thereby smoothing traffic flow and enhancing daily commuting efficiency throughout the city.
How It Works
The initiative applies differently depending on the regulatory framework governing the specific entity:
- Civil Service System: Government entities under this system will operate with flexible hours between 5:30 AM and 9:30 AM.
- Labor System: Entities governed by the Labor System will have a window from 7:00 AM to 11:00 AM.
This staggered approach aims to prevent the traditional "rush hour" bottleneck, allowing employees to choose their start times within the designated four-hour block.
Targeted Business Districts
The rollout focuses on six major commercial hubs in Riyadh, where traffic density is typically highest:
- Digital City
- Granada Business Park
- Laysen Valley
- King Abdullah Financial District (KAFD)
- Roshn Waterfront
- Diplomatic Quarter
Objectives and Exclusions
According to the RCRC, the primary goals of the initiative are to achieve smoother traffic circulation, boost commuting efficiency, promote flexibility in attendance, and ultimately improve the overall quality of life for Riyadh's workforce and residents.
However, the program includes specific exemptions to ensure continuity in essential services. The healthcare sector and public education institutions are excluded from the flexible hours mandate, maintaining their standard operating schedules to guarantee uninterrupted care and schooling.
This initiative marks a significant step in Riyadh's broader urban transformation strategy, aligning administrative operations with the city's rapid growth and infrastructure development goals.
