Al-Hilal would reportedly pay about €40 million ($44.51 million) for the 28-year-old, according to Italian media.
Together with Senegal defender Kalidou Koulibaly and Portugal midfielder Ruben Neves, both of whom joined the team in June, Milinkovic-Savic will play on a three-year contract with a fourth-year possibility.
The 28-year-old midfielder, who has previously been linked with top European teams, has spent his eight seasons in Italy with the Serie A side after joining from Genk in 2015.
