The Saudi Ministry of Interior confirmed on Monday that anyone caught performing or attempting to perform Hajj without a permit will face a fine of up to SAR20,000. This rule also covers visit visa holders trying to enter or stay in Makkah from April 29 (Dhul-Qi'dah 1) until Dhul-Hijjah 14, expected to fall on June 10 or 11 based on moon sighting.
Heavier Penalties for Facilitators
Stricter penalties will also target those who assist violators. Anyone applying for a visit visa on behalf of someone who attempts unauthorized Hajj will face fines up to SAR100,000. This applies as well to anyone who transports or houses visit visa holders intending to perform Hajj during the restricted period.
