Saudi Arabia’s Ministry of Interior has launched strict security measures to block anyone without an official Hajj permit from entering Makkah or the holy sites during the pilgrimage season.

These rules apply to residents, visitors, and tourists alike — and the penalties are serious.

Fines of Up to SR100,000 for Violators and Helpers

Anyone caught performing or trying to perform Hajj without a permit could be fined up to SR20,000, even if they’re on a visit visa.

Those helping others bypass the rules — whether by applying for a visa, transporting, housing, or assisting unapproved pilgrims — face fines up to SR100,000. This includes landlords, hotel staff, and anyone giving unauthorized access to Makkah.

The more people involved, the higher the fines.

Deportation, Entry Bans, and Vehicle Seizures

Foreign residents or overstayers attempting Hajj without approval will be deported and banned from re-entering Saudi Arabia for 10 years.

If someone uses a private car to transport violators, the Ministry may ask the court to confiscate the vehicle.

Report Violations to Emergency Hotlines

Authorities are urging everyone to follow Hajj guidelines to protect the safety of all pilgrims. To report violations, call 911 in Makkah, Riyadh, or the Eastern Province, and 999 in other regions.

The crackdown aims to manage crowds and keep the pilgrimage safe, secure, and properly organized.
