Saudi Arabia Introduces Skill-Based Foreign Recruitment System

The Ministry of Human Resources and Social Development (MHRSD) has put forward three different patterns for a new skills-based recruitment system, as part of an initiative to improve the current Saudi work visa system. The proposed patterns have been categorized as high, medium, and low, and are intended to elevate levels of productivity and innovation across the Kingdom.

The ministry's study considered recommendations and international comparisons to propose patterns for a new recruitment system in the Kingdom. The study conducted a thorough analysis of the current situation and key aspects of the system, resulting in an implementation plan, project charters, operational model, governance framework, and performance indicators.

Last year, the ministry launched the Skill Verification Program (SVP) to attract more skilled foreign workers, beginning with the first phase of the external track in Pakistan, India, and Bangladesh.

In the first phase of the Skill Verification Program (SVP), five professions, namely plumber, electrician, welder, refrigeration/air conditioning technician, and automobile electrician, were chosen for skills testing.

The program was first launched in Pakistan, where Saudi skilled workers were recruited through the program, and later introduced in India and Bangladesh by the Ministry of Human Resources and Social Development (MHRSD).
